Mr. Davis currently serves as the Senior Fellow for the Center for Research and Emergent Manufacturing (CREM) at the University of Maryland Baltimore County (UMBC)  He directly oversees several programs in support of the U.S. Department of Defense (DoD), including the Project Spectrum cybersecurity outreach initiative and AI and Cyber Governance programs. Mr. Davis provides strategic leadership for all Cyber Policy and program-support professionals. He utilizes his extensive experience with Cyber Security policy and strategy to direct cybersecurity compliance, supply chain analysis, technology development and integration, and program support.                                           

Prior to becoming a federal civilian, Mr. Davis worked as a technology strategist in the private sector where he held key leadership positions. Mr. Davis attended Oklahoma State University where he did his doctoral research in Cyber Security Governance.  Also, Mr. Davis attended the University of Maryland Baltimore County where he earned his Master of Science in Information Systems.

Ms. Jeanette M. Duncan, a member of the Senior Executive Service, is the Chief Information Officer, Office of the Assistant Secretary for Financial Management and Comptroller, Washington, D.C. In this capacity, she provides executive leadership and direction, broad technical knowledge, skill and experience on all technology, innovation and financial transformation matters. Ms. Duncan also ensures development of enterprise operational and system architecture; sets standards, integrates enterprise-wide information technology projects; and advocates for resources required to support innovation and transformation of financial management systems across the Air Force and in support of the Defense Enterprise Account Management system to support the warfighter. Additionally, she supports the principal adviser to the Assistant Secretary and the Air Force senior staff on all issues involving the amended Chief Financial Officers Act of 1990 and related financial management reforms.

Prior to her current position, she was the CIO for National Endowment of the Arts. Ms. Duncan served in the U.S. Army, has lived and traveled to more than 40 countries, scuba dives, cycles, and has two adult children and eight grandchildren.

Mr. Kalka is the Director for the DoD Cyber Crime Center (DC3)/DoD-Defense Industrial Base (DIB) Collaborative Information Sharing Environment (DCISE).  In this role, he is responsible for cybersecurity threat information sharing, DIB engagement activities, and cybersecurity capabilities with track record of success spanning more than 17 years and over 1,300 defense contractors.  He has driven improvements and innovations resulting in increased collaboration, insight and action for both the DIB and the DoD, and stronger defense of DoD data residing in DIB networks. 

Before joining DC3, Mr. Kalka held a variety of IT/Cyber roles in the US Army Communications-Electronics Command (CECOM), culminating in an assignment as the Senior Cyber Professional Advisor to the Commanding General.  He holds a Master of Science degree in Government Information Leadership from National Defense University, and is a Certified Information Systems Security Professional (CISSP). Mr. Kalka lives in Maryland with one great wife, two great kids, and spends his limited spare time as an unprofessional musician. 

Kelvin Brewer is a senior-level information security leader with over twenty years of experience in Information Technology and Cybersecurity. He is recognized as a subject matter expert in Identity, Access, and Privilege Management. He leads a team of United States. Public Sector focused Sales Engineers and works directly with customers to deliver briefings and workshops for the Ping Identity Platform.

Steve Riley is a Field CTO at Netskope. Having worked at the intersection of cloud and security for pretty much as long as that’s been an actual topic, Steve offers that perspective to field and executive engagements and also supports long-term technology strategy and works with key industry influencers. A widely-renowned expert speaker, author, researcher, and analyst, Steve came to Netskope from Gartner, where for five years he maintained a collection of cloud security research that included the Magic Quadrant for Cloud Access Security Brokers and the Market Guide for Zero Trust Network Access. Before Gartner, Steve spent four years as Deputy CTO of Riverbed Technology and held various security strategy and technical program management roles at Amazon Web Services for two years and at Microsoft for eleven years. Steve's interest in security began all the way back in 1995, when he convinced his then-employer that it would be a good idea to install a firewall on their brand new internet connection.

Gina Scinta is Thales TCT's Deputy Chief Technology Officer (CTO). In this role, Gina
serves as the company’s technology evangelist. Her mission is to help Thales TCT’s
U.S. Federal Government customers learn effective ways to solve their mission critical
cyber security challenges. Gina also leads several strategic initiatives for the company such as the collaboration with NIST National Cybersecurity Center of Excellence, ACT-IAC, and more.

Gina has over 30 years of experience in the technology community. Prior to joining Thales TCT, Gina served as a Senior Solutions Architect with Thales Digital Identity & Security. In this role, she focused on providing solutions for protecting data using world class encryption and key management for data at rest in data centers and cloud infrastructures.

Dr. Streilein supports efforts focusing on concept, strategy, and program development in bioengineering, bioinformatics, and biodefense. He leverages his technical and leadership experience to emphasize the application of artificial intelligence (AI) and machine learning to solve national biosecurity, health, and human performance challenges.

Prior to his current position, Dr. Streilein led the Cyber Analytics and Decision Systems Group, where his work focused on the application of AI and machine learning to problems in cybersecurity, including threat detection and characterization. Other work in the group included the development of quantitative cybersecurity measurement and modeling capabilities, cyber moving target techniques, and technologies to enhance system resiliency.

Dr. Streilein holds a BA degree in mathematics from Austin College, an MM degree in electronic and computer music from the University of Miami, and a PhD degree in cognitive and neural systems from Boston University.

Joshua Yu is a seasoned technology professional with extensive experience in system engineering and solution consulting across various sectors, including federal government. Currently serving as a Senior System Engineer at Veeam Software since April 2020, Joshua has a proven track record of supporting substantial accounts and delivering innovative solutions. Previous roles include Federal Solution Engineer at QTS Data Centers and Consulting Solutions Engineer at Iron Bow Technologies, where significant contributions were made to $55+ million account teams, focusing on datacenter, security, and collaboration solutions for critical governmental organizations. Earlier experience includes positions at DataDirect Networks, Data Domain, Agami Systems, GTSI Corp., and VERITAS Software, where expertise in pre-sales support and technological solutions was developed and honed. Joshua holds a Bachelor's degree from George Mason University.

Nick Wakeman is the editor-in-chief of Washington Technology and joined the publication in 1996 as a staff writer. He's a graduate of Bridgewater College and earned a masters degree from American University. When he isn't writing about government contractors, he's thinking of cooking large pieces of meat over fire and dreaming of ways to embarrass his two sons.
